Grant Description
Cooperative agreements to USA and territories SEAs, LEAs, IHEs, agencies, nonprofit and for-profit organizations, and Tribes for programs to support K-12 teachers in providing adequate education to students with disabilities. Applicants are advised to complete required registrations well in advance of the deadline.

The purpose of the Educational Technology, Media, and Materials for Individuals with Disabilities Program (ETechM2 Program) is to improve results for children with disabilities by (1) promoting the development, demonstration, and use of technology; (2) supporting educational activities designed to be of educational value in the classroom for children with disabilities; (3) providing support for captioning and video description that is appropriate for use in the classroom; and (4) providing accessible educational materials to children with disabilities in a timely manner.

This competition includes one absolute priority and one competitive preference priority.

  • Absolute Priority: Supporting Early Childhood or K–12 Educators to Deliver Literacy Instruction Based on the Science of Reading to English Learners (ELs) with, and At Risk for, Disabilities.
  • Competitive Priority: Applications from New Potential Grantees

Additional Eligibility Criteria
Eligible Applicants: SEAs; LEAs, including public charter schools that operate as LEAs under State law; IHEs; other public agencies; private nonprofit organizations; freely associated States and outlying areas; Indian Tribes or Tribal organizations; and for-profit organizations.

Dates:
- Applications Available: December 20, 2022.
- Deadline for Transmittal of Applications: March 6, 2023.
- Deadline for Intergovernmental Review: May 4, 2023.

Applications must be submitted via Grants.gov. To do business with the Department, and to submit your application electronically using Grants.gov, you must:
- Have a Unique Entity Identifier (UEI) and a Taxpayer Identification Number (TIN)
- Be registered in the System for Award Management (SAM.gov), the Government’s primary registrant database

The SAM registration process usually takes approximately 7 to 10 business days, but can take longer, depending on the completeness and accuracy of the data you enter into the SAM.gov database. Once your SAM.gov registration is active, it may be 24 to 48 hours before you can access the information in, and submit an application through, Grants.gov.
