Grant Description
Grants to USA and territories state agencies to improve food systems in underserved communities in the wake of the Coronavirus (COVID-19) pandemic. Applicants are advised that required registrations may take at least four weeks to complete. The purpose of this program is to help food assistance organizations meet The Emergency Food Assistance Program (TEFAP) requirements, strengthen infrastructure, and expand TEFAP’s reach into underserved communities.

The COVID-19 pandemic has had devastating impacts on the nation’s food systems and economy, forcing many Americans to turn to the country’s emergency food network for aid. Food banks, food pantries, and other community organizations have valiantly stepped up to meet this increase in need while simultaneously ensuring that staff and recipients are not unnecessarily exposed to the dangers of COVID-19. However, some inequities within the broader emergency food network remain – especially in remote, rural, Tribal, and/or low-income communities. Thus, the key objective of the TEFAP Reach and Resiliency – Round 2 grant is to:

Expand TEFAP’s reach into remote, rural, Tribal, and/or low-income areas that are underserved by the program.

Additional Eligibility Criteria
State agencies that administer TEFAP (i.e., TEFAP State agencies), as defined at 7 CFR 251.3(i), are the only entities that are eligible to apply. Other program stakeholders may assist with preparing an application package provided it is ultimately submitted by the TEFAP State agency. FNS encourages State agencies to work collaboratively with program stakeholders as feasible to develop an application package.

FNS will hold several webinars about the TEFAP – Reach and Resiliency Round 2 grant opportunity within the month of December. Both of these webinars will be recorded and made available on this webpage after they occur:

On Wednesday, Dec. 14, 2022, at 1:00pm EST, FNS will hold a webinar titled TEFAP Reach and Resiliency – How to Apply for Round 2 Grant Funding. This webinar is intended for TEFAP state agencies and will include an overview of the TEFAP Reach and Resiliency - Round 2 grant, a detailed walk-through of requirements outlined in the recently published RFA, and a question-and-answer session. TEFAP state agencies interested in attending the webinar should contact their FNS regional office for a link to the WebEx event.

On Thursday, Dec. 15, 2022, at 2:00pm EST, FNS will hold a webinar titled TEFAP Reach and Resiliency – Overview of Round 2 Grant Opportunity. This webinar will provide TEFAP eligible recipient agencies and other state/local organizations with general information about the TEFAP Reach and Resiliency - Round 2 grant. The webinar will include an overview of the grant initiative, a brief description of the criteria for applying to Round 2 funding as outlined in the recently published RFA, and a question and answer session. Pre-Application Information
TEFAP state agencies interested in applying to the Round 2 opportunity should submit a Letter of Intent to FNS by Jan. 4, 2023, and must submit a complete TEFAP Reach and Resiliency – Round 2 grant application within Grants.gov by 11:59 PM EST on March 6, 2023.

Anticipated Award Date: July 2023

FNS strongly encourages applicants to begin the registration process at least four weeks before the due date and to submit applications to Grants.gov at least one week before the deadline to allow time to troubleshoot any issues, should they arise.

Complete the following at least four weeks prior to submission:
• Obtain a Unique Entity Identifier (UEI) number;
• Register the UEI number in the System for Award Management (SAM); and,
• Register in Grants.gov.
