Grants to USA nonprofit organizations for programs that provide culturally focused services to women victims of domestic and gender-based violence. Applicants are advised that required registrations may take several weeks to complete. Funding is intended to support the development of innovative culturally specific strategies and projects to enhance access to services for victims who face obstacles to using traditional services and resources. Funding is available for new and continuation applicants.

Funds under this program must be used for one or more of the following purposes:

  1. Working with State and local governments and social service agencies to develop and enhance effective strategies to provide culturally specific services to victims of domestic violence, dating violence, sexual assault, and stalking.
  2. Increasing communities’ capacity to provide culturally specific resources and support for victims of domestic violence, dating violence, sexual assault, and stalking crimes and their families.
  3. Strengthening criminal justice interventions, by providing training for law enforcement, prosecution, courts, probation, and correctional facilities on culturally specific responses to domestic violence, dating violence, sexual assault, and stalking.
  4. Enhancing traditional services to victims of domestic violence, dating violence, sexual assault, and stalking through the leadership of culturally specific programs offering services to victims of domestic violence, dating violence, sexual assault, and stalking.
  5. Working in cooperation with the community to develop education and prevention strategies highlighting culturally specific issues and resources regarding victims of domestic violence, dating violence, sexual assault, and stalking.
  6. Providing culturally specific programs for children exposed to domestic violence, dating violence, sexual assault, and stalking.
  7. Providing culturally specific resources and services that address the safety, economic, housing, and workplace needs of victims of domestic violence, dating violence, sexual assault, or stalking, including emergency assistance.
  8. Examining the dynamics of culture and its impact on victimization and healing.

Note: Applicants wishing to address Purpose Area 6 or 8 must do so in conjunction with one of the other program purpose areas. Proposals focusing only on these two purpose areas will be removed from consideration.

In FY 2021, OVW is interested in supporting the priority area(s) identified below. Applications proposing activities in the following areas will be given special consideration.

  1. Reduce violent crime against women and promote victim safety through investing in law enforcement and increasing prosecution.
  2. Empower victims to become survivors by focusing on long-term safety and sustainable economic independence.

Native American tribal organizations (other than Federally recognized tribal governments), Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education, Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education

Eligible applicants are limited to: Private nonprofit/tribal organizations for which the primary purpose of the organization as a whole is to provide culturally specific services to American Indians (including Alaska Natives, Eskimos, and Aleuts), Asian Americans, Native Hawaiians and other Pacific Islanders, Blacks, or Hispanics in the United States or U.S. territories.

The applicant organization must meet the following requirements:
1. Have an advisory board or steering committee and staffing which are reflective of the culturally specific community it serves. Note: To determine whether the advisory board or steering committee and staffing meet this criteria, OVW will consider whether the board or steering committee and staff include members with knowledge or experience relevant to the targeted community. If federal funds are used for filling any of these positions, organizations may consider an applicant’s knowledge or experience relevant to the targeted community, as well as language skills needed to work with a particular population, but organizations may not consider a person’s race and/or ethnicity as a basis for hiring decisions.
2. Have demonstrated expertise in serving victims of domestic violence, dating violence, sexual assault, and stalking or have entered into a formal partnership with an organization having such experience.

Faith Based and community organizations that meet the eligibility requirements are eligible to receive awards under this solicitation.

To ensure that projects supported by CSSP funds are implemented by eligible organizations with the required expertise, applicants must document their expertise and/or the expertise of their project partners. Applicants must submit either a Memorandum of Exemption (MOE) or a Memorandum of Understanding (MOU). Recipients of an FY 2020 award under this program are not eligible to apply as the lead applicant or as a partner/subrecipient on an FY 2021 proposal. Likewise, an organization that is a partner/subrecipient on an FY 2020 award is not eligible to apply as the lead applicant or as a partner/subrecipient on an FY 2021 proposal.

The costs associated with the activities listed below are unallowable and must not be included in applicants’ budgets:
1. Lobbying
2. Fundraising
3. Purchase of real property
4. Physical modifications to buildings, including minor renovations (such as painting or carpeting)
5. Construction

Pre-proposal Conference:

OVW will conduct two web-based pre-application information sessions. During these sessions, OVW staff will review this program’s requirements, review the solicitation, and allow for a brief question and answer period. These sessions are tentatively scheduled for:

1. Tuesday, February 16, 2021 – 2 p.m. to 4 p.m. E.T. (open to new and continuation).
2. Wednesday, February 17, 2021 – 2 p.m. to 4 p.m. E.T. (open to new and continuation).

Participation in a pre-application information session is optional and not a requirement to be eligible to apply.

Pre-Application Information:

Applicant Actions with Required Dates/Deadlines:
- Obtain a DUNS number by March 9, 2021.
- Register with SAM by March 9, 2021.
- Register with Grants.gov by March 9, 2021.
- Submit Letter of Intent by March 9, 2021.
- If necessary, request hardcopy submission by March 15, 2021.
- Submit the SF-424 and SF-LLL in Grants.gov as early as possible, but no later than 24 – 48 hours prior to the Grants.gov deadline.
- Register the Entity Administrator and the Application Submitter with JustGrants as early as possible but no later than 48-72 hours before the JustGrants deadline.
- Submit the complete application package at least 24 – 48 hours prior to the JustGrants deadline.

Applicants are strongly encouraged to submit a non-binding Letter of Intent by March 9, 2021. Interested applicants who do not submit a Letter of Intent are still eligible to apply.

To submit an application, all applicants must obtain a Data Universal Number System (DUNS) number and register online with the System for Award Management (SAM) and with Grants.gov. To ensure sufficient time to complete the registration process, applicants must obtain a DUNS number and register online with SAM and with Grants.gov immediately, but no later than March 9, 2021.

Applications for this program will be submitted through a new two-step process: (1) submission of the SF-424 and SF-LLL in Grants.gov and (2) submission of the full application including attachments in the Justice Grants System (JustGrants). Submit the SF-424 and SF-LLL as early as possible, but not later than 24-48 hours before the Grants.gov deadline.

Applications submitted after 11:59 p.m. E.T. on March 23, 2021 will not be considered for funding.

OVW anticipates notifying applicants of funding decisions by October 1, 2021.
